Wm. Bruce Hemphill, Esq., Senior Attorney

Mr. Hemphill has been involved in the practice of law since pursuing his law degree following a successful active duty career in the Navy.  He is admitted to practice in the States of Maryland and Pennsylvania and was recently admitted to the Supreme Court of the United States.  Bruce, as he prefers to be called, is a graduate of the United States Naval Academy and following his graduation from the Academy with a B.S. in Political Science, he began serving as a commissioned officer ultimately serving on 14 different ships, including two tours to Viet Nam.  During his 34 years of commissioned service he received personal decorations which include the Legion of Merit, the Meritorious Service Medal, the Joint Service Commendation Medal, the Navy Commendation Medal, a Combat Action Ribbon, and Battle Efficiency Ribbons.

After his active duty service was completed, Bruce served in the Navy Reserves and was ultimately promoted to the rank of Captain. He commanded six different units and, for two consecutive years, Bruce served as the Duty Captain at the Pentagon's Navy Command Center.  He traveled extensively to several countries on Navy and NATO assignments. Bruce now uses his strategic leadership skills to effectively help his clients.

Bruce has served in many different capacities within the personal injury and insurance industry. Most recently, he was the Director for Legal Affairs for ESIS Inc., which is a third party insurance claims administrator with $220 million in annual fee revenue  providing services to Fortune 500 self-insurers and major insurance companies. He also served as president and founding partner of Advanced Insurance Management Services Inc. (AIMS) which is an insurance audit company.  He has an insider's perspective of the insurance industry which he now uses to his client's benefit. Bruce also teaches Insurance Law as an adjunct professor for Widener Law School in Wilmington, Delaware.

After practicing law in Philadelphia for over twenty years, Bruce and his wife moved to live full-time on the glorious Chesapeake Bay in Cecil County. He followed his dream and opened his own  law practice on Main Street in Elkton, Maryland in 2004.  Bruce is an active member in the legal community in Maryland, as well as his local community, serving his church, the Cecilton Lion's Club, and being an advocate for many pro bono projects such as Upper Bay Counseling Services, the Community Coalition for Affordable Housing, and the Cecil County Ethics Commission.  When he is not serving the legal needs of those in his community, Bruce enjoys spending time with his family and friends, running, sailing, and the arts.


Our law firm is located in Elkton, Maryland and represents clients in Cecil County, Maryland and Southeastern Pennsylvania, both in State and Federal courts.
